About VBCDC:
Founded in 1985 by the Virginia Beach City Council, the Virginia Beach Community Development Corporation (VBCDC) is a nonprofit organization dedicated to expanding affordable housing opportunities, strengthening neighborhoods, and empowering residents through supportive programs and services.For nearly four decades, VBCDC has transformed communities and lives through collaboration, innovation, and an unwavering commitment to housing equity and neighborhood revitalization.

1985 – Founding
Established by City Council with a mission to expand affordable housing and support neighborhood revitalization.
Late 1980s – First Projects
First rental properties for low- and moderate-income families; early partnership with the Department of Housing & Neighborhood Preservation.
1990s – Expansion
Launch of first-time homebuyer initiatives; services for seniors and persons with disabilities; growing leadership in community revitalization.
2000s – Supportive Services
Added housing counseling and supportive service programs; partnership with Human Services; portfolio expands to several hundred units.
2010s – Targeted Communities
Introduced veteran, senior, and disability-inclusive housing; earned multiple state and regional awards; expanded wraparound services.
2020s – Today
Now managing over 500 units with 24/7 property management. Recognized as a leader in housing equity, community resilience, and neighborhood preservation.
