Stability, Health, and Opportunity in Virginia Beach

I love my job. I love this city.

I just didn’t know how long

I could afford to stay.

– Virginia Beach healthcare worker

Behind every door in our neighborhoods, there's a story. For too many in our community, that story includes quiet struggles with financial instability, sometimes mental illness, and often the uncertainty of not knowing where they'll sleep tomorrow. Virginia Beach's workforce community needs our help to make housing affordable.

Many suffer in silence. And without steady income, reliable food, or a stable place to call home, that suffering deepens.

But it doesn’t have to be this way.

The Vision: A Community Where Everyone Belongs

At the Virginia Beach Community Development Corporation (VBCDC), we believe in the power of home. Together with our partners at the National Alliance on Mental Illness of Coastal Virginia (NAMI Coastal Virginia), we are building more than apartments. We’re building security. Dignity. A fresh start.

The new Attainable Housing Project will rise on 3.18 acres of land—a vibrant, inclusive community featuring:

  • Affordable rents accessible to local workforce heroes: teachers, first responders, healthcare aides, and essential workers.

  • Up to 60 thoughtfully designed housing units, with 15% reserved as Permanent Supportive Housing for those living with a mental health diagnosis.

  • Safe, sustainable homes with universal design, green building certifications, and onsite supportive services.

Nestled within walking distance of transportation, grocery stores, jobs, and schools, this community will offer far more than shelter—it will offer hope.

More Than Housing: A Hub of Healing and Support

Our project isn’t just about bricks and mortar. It’s about community transformation.

At its heart will stand the new headquarters for NAMI Coastal Virginia—a permanent home where support groups meet, education flourishes, and lifesaving conversations begin. This space will become a beacon for those seeking understanding and help, amplifying NAMI’s mission in ways never before possible.

Green spaces will encourage healing. Future development sites offer the promise of more growth and opportunity. Every corner of this campus will be designed for connection, support, and empowerment.

And EVERYONE will benefit, not just NAMI clients, because when we support those who need it, our community gets stronger.

Why Now? Why Us?

At VBCDC, we’ve been creating housing solutions since 1985. Our mission—“Building communities. Creating opportunities.”—has guided every step, every project, and every person we’ve helped.

But we can’t do this alone.

This project is an invitation. To be part of something lasting. Something life-changing. Something that says to every person who has ever felt left behind: You belong here.

Together, We Can Build Homes.

And Hope.

Because everyone deserves a place to call home.
