VBCDC has an eleven-member board of directors who are appointed
by the City Council of Virginia Beach. Board members
serve no more than (2) four-year terms. The board serves
on a voluntary basis and provides policy and direction to its
Executive Director. Each year in June, the board elects
officers for President, Vice President and Secretary/ Treasurer.

Mary Kay Horoszewski is the first Executive Director of VBCDC. She
was hired in July of 1986. The annual operating budget in 1986
was $85,000. Today, the operating budget is in excess of $3.2
million. Over the past 21 years, the non-profit has grown from
a staff of 2 in 1986 to 21 in 2007.
